Federal EDA awards $41 million to Headwaters Tech Hub; state officials outline next steps

The Board of Regents heard that the U.S. Economic Development Administration has awarded $41,000,000 in implementation funds to the Headwaters Tech Hub, an initiative officials said will deepen collaboration between Montana businesses and the Montana University System.

Commissioner Christian described the award as “transformative” for Montana business, industry and the university system and thanked the many partners who helped assemble the application. He called out college and industry collaborators and said the award places Montana’s optics and photonics cluster on the national stage.

Joe Teal, who led the application effort, told the board the funding will support collaboration spaces, test beds and training programs designed to accelerate technologies from lab to market. Teal said the immediate next step is confirming the grant award and beginning work on projects that will typically operate on two‑ to four‑year timelines. “Our hope and our expectation is this is an initial investment into our ecosystem,” he said.

Teal said associated National Science Foundation Regional Innovation Engines proposals remain under consideration; those awards, if funded, would be larger and longer term and focus on research and technology translation. Teal said the NSF proposals are due later in the year with decisions expected in mid next year.

Regents asked about follow‑on funding and timelines. Teal said the EDA implementation grant is intended to seed capabilities that can attract additional federal investment and private partners, and that project teams are working on workforce and tribal college training pathways tied to the Hub.

The board did not take a formal vote on the Hub at this meeting; members praised the award and asked staff to keep the board updated as projects and funding details are finalized.
