Red Springs adopts ARPA policies; manager announces façade grants and splash pad timeline

The Town of Red Springs on July 4 adopted several policies required to administer American Rescue Plan Act (ARPA) funds and heard a series of community announcements.
Town Manager said staff received sample ARPA policies from the North Carolina Department of Environmental Quality and asked the council to adopt a records-retention policy, a resolution covering allowable costs and cost principles for ARPA funds, and an ARPA conflict-of-interest policy. The council approved the records-retention policy, the allowable-costs resolution, and the ARPA conflict-of-interest policy by voice votes.
The manager also announced a façade-improvement reimbursement grant for businesses in the Central Business District: businesses may apply for up to $3,000 in reimbursement for eligible improvements; the business must pay costs upfront and apply for reimbursement. The manager said program details, minimum improvement requirements, and the application process will be shared as staff finalizes guidelines.
On recreation, the manager said a purchase order for the splash pad has been issued, parts have been ordered and the lead time is roughly eight weeks because of design and modification steps; staff said the splash pad may not be installed until August. The manager confirmed the splash-pad location as Tom Cope. The mayor and commissioners also highlighted upcoming July 4 festivities, a UNC Chapel Hill mental-health first-aid training on Aug. 2 (RSVP by July 16 to Melissa Green at (919) 843-3304) and changes to summer-meal locations (moved to Red Springs High School while Peterson Elementary will not be used over the holiday).
The council did not discuss specific ARPA expenditures tied to the policies during the meeting; the manager said a compliance check-in is scheduled in the coming weeks.
