The mayor’s memo had originally proposed a higher figure; he said the candidate’s counteroffer brought the figure down from an earlier $85,000 ask.
Deputy mayor and other councilors argued both for and against the higher pay. Supporters said the upgraded job duties justify a higher salary and that short-term budget savings elsewhere could cover the increase for the current fiscal year. Opponents raised concerns about precedent for appointed nonunion salaries relative to career staff, equity with prior caseworkers, and the city’s constrained budget.
An amendment to raise the confirmed salary from $70,000 to $75,000 was proposed and seconded but failed on roll call. After that failed amendment, the council approved the appointment at $70,000. Corporation Counsel and staff noted that Crystal Blake had not yet formally accepted a $70,000 offer and that the mayor would follow up; if she declines the offer, the mayor may nominate another candidate and the council’s process would continue.
Council discussion also referred a separate code-change proposal — rescinding the current charter/article that establishes the constituent caseworker position and authorizing a personnel committee public hearing on a new job title and hiring method — to the personnel committee with an amendment making that referral conditional on whether the nominee accepts the $70,000 offer.
Council members emphasized the need to balance hiring a qualified candidate with fiscal restraint, and several asked staff to monitor related budget-line impacts during the upcoming budget deliberations.
The confirmation vote concluded the personnel portion of the evening’s business; the council also addressed other personnel and budget items later in the meeting.
