Commission approves budget amendments, school LED loan and highway measures

The Hardeman County Legislative Body approved a slate of routine fiscal and operational items during its March 17, 2026 meeting, including several budget amendments, a school energy loan application, and highway department actions.
Budget amendments 1–6 were presented by the Budget Committee and approved by roll-call vote (16 Aye, 0 Nay). The amendments included a $2,100 correction for the sheriff’s equipment account; $47,142 for landfill personnel and maintenance; $3,350 for a Health Department Dementia Navigator travel expense; a $12,000 transfer to Drug Court for treatment programs; $224,000 to cover ambulance overtime shortfalls and vehicle repairs; and $3,500 for Circuit Clerk clerical/office equipment.
The county also approved the Highway Department’s budget amendment moving $41,466.23 from an insurance recovery account to operational maintenance following presentation by Superintendent Casey (roll-call 16–0). The highway department presented a work proposal and the annual road list, both accepted by motion and carried by acclamation. The commission approved an equipment swap with Chester County that exchanges $10,000 in milling/patching services for a Dirt Master/Dura Patch trailer.
The Board of Education’s Superintendent Dr. Smith won commission approval to apply for an ESI/TVA loan of $621,969 at 1.5% interest to retrofit approximately 6,600 common-area fixtures with LED lighting; the motion to apply passed by roll call, 16–0. The minutes record the loan application approval but do not document the loan closing or final contract terms.
Zoning Director Ron Pirtle briefed the commission on compliance fee changes that may exceed $250 and provided an infographic on Public Chapter 140 (effective July 1, 2026); the commission will consider a formal resolution next month. Sheriff Doolen’s list of surplus property was approved by acclamation.
The meeting closed with FEMA updates on ice-storm damage, announcements of community events, and a proclamation recognizing the Bolivar Middle School Boys Basketball Team for winning the state championship. The commission adjourned; its next regular meeting is April 21, 2026.
