Committee moves $30,000 to fund Hart Senior Center parking-pass pilot for Cycle 7

The Ava McNealhart Trust Fund Advisory Committee voted May 4 to reallocate $30,000 to fund the Hart Senior Center parking-pass pilot for the entirety of Cycle 7, a five-year funding cycle beginning July 1.
Staff presenter Javier Rivas said the committee is proposing to shift $30,000 from Category 5 to Category 3 to make parking permits a consistently funded program across the next cycle. Rivas described the parking permit as a monthly, recurring permit and said staff has expanded allowable parking areas and improved application processing; permit holders increased from 32 to 45 since the pilot began.
Vice Chair Martinez noted the prior cycle's total (about $872,000) versus the current proposed $1.6 million and asked who will determine projects listed as "TBD." Rivas said the amounts shown are intended to fund the full five-year cycle and that staff will bring additional community-center and frontline staff to explain how specific project numbers were developed.
A motion to reallocate $30,000 as described was made, seconded, and carried. The clerk recorded that Member Hunter made the motion and Member Orner seconded it.
Staff said they will return with more detailed presentations on project-level budgeting and a visual breakdown of Heart Fund Pass utilization at the next meeting.
