Trust fund committee accepts Cycle 6 closeout, moves unspent allocations back to pot

The Ava McNealhart Trust Fund Advisory Committee voted May 4 to accept staff recommendations for closing out Cycle 6, approving moves of unspent allocations back to the unallocated fund and a targeted top-up to finish an ongoing project.

Javier Rivas, recreation general supervisor overseeing older adult services, told the committee that scholarships and awards for fiscal year 2026 total “over $38,000” and that multiple Cycle 6 projects were completed under budget. He reported that the Hart Fund Pass pilot was close to its original allocation and asked to add funds to complete the project.

Rivas said staff proposed moving several unspent amounts back to the unallocated pot and adding $10,000 to the Hart Fund Pass project so it can finish out Cycle 6 as planned. He also reported program metrics: “A total of 14,813 meals have been served in fiscal year 26,” and that the Hart Senior Center parking-permit pilot has grown from 32 to 45 permit holders after a revised application process.

Vice Chair Martinez asked whether remaining scholarship monies would be spent by June 30 or returned; Rivas replied that staff expects to get “pretty close” and that final closeouts will be presented at the next meeting. Committee members also clarified that the parking permit is a monthly, recurring permit that can be reassigned if a participant stops attending programs.

A motion to accept the funding recommendations was made, seconded, and carried. For the record, the clerk recorded that Commissioner Long made the motion and Vice Chair Martinez seconded it.

Staff said they will present final Cycle 6 closeout figures at the next meeting and complete administrative transfers at that time.
