Southfield council approves HIDTA grant, public‑safety cameras and several infrastructure contracts

At its April 27 meeting, the Southfield City Council approved multiple public‑safety, public‑health and infrastructure actions that city staff said will improve operations and move longstanding projects forward.
Police staff explained a 2026 HIDTA (High Intensity Drug Trafficking Area) subrecipient agreement with Oakland County that reimburses overtime; the council accepted the $6,600 grant agreement by voice vote. The fire department requested, and the council approved, a 36‑month lease for dash cameras to be installed on frontline apparatus for training and liability reduction, and separately authorized purchase and installation of exterior CCTV cameras at every fire station after a recent arson attempt at Station 3.
Public works staff presented six bids for the Mount Vernon Road and Water Main Reconstruction Project (South Hill Road to Greenfield Road). Staff identified an acceptable low bid and discussed product alternates (ductile iron vs. PVC with tracer wire). Staff cited base bid figures and the effect of adding 15% construction engineering: one staff summary showed a base bid of $5,102,322.80; another staff clarification included a base amount of $5,241,004.89 and a total project amount including engineering of $6,027,713.27. Council moved to accept staff recommendation and authorize awarding the project and associated funds.
Council also approved acceptance of up to $9,753.17 in county West Nile virus prevention funding to purchase larvicide and public‑education materials, and awarded the 9 Line trailhead signage to FASTSIGNS (low qualified bidder) not to exceed $36,325. All procurement items were approved by voice vote during the meeting.
What happens next: procurement teams will finalize contracts and agreements, dash/camera installations will be scheduled by departments, and project engineers will proceed with contract execution for Mount Vernon pending final documentation and bond/engineering oversight.
