Columbiana County authorizes county engineer force-account work and opens bidding for 2026 road projects

The Columbiana County Commissioners on Dec. 30 authorized the County Engineer to use county employees and proceed by "Force Account" for maintenance, repairs and construction of roads, bridges and culverts in 2026.
Commissioner Ginter moved for the authorization and Commissioner Paparodis seconded; the motion passed 2-0. In a separate but related motion the board granted the engineer permission to utilize professional services for county road and structure projects in 2026, also adopted 2-0.
The board accepted all bids submitted for various types of slag, gravel, crushed limestone, asphalt and ice-control materials and separately accepted bids for gasoline, diesel and kerosene to be used by the Columbiana County Highway Department for calendar year 2026. Those approvals were recorded without further discussion and adopted 2-0.
Commissioners approved advertising for bids for a two-lane resurfacing project (COL-CR416-0.00) in Center Township. The advertisement will run online at bidexpress.com and in the Morning Journal on Jan. 7 and 14, 2026, with an electronic bid opening scheduled for Jan. 28, 2026 at 9:00 a.m. at the Engineer's Office, 315 South Market Street, Lisbon.
All recorded motions on engineering permissions and bid acceptance were adopted by unanimous recorded votes of the two attending commissioners; Commissioner Halleck was excused.
