Columbiana County commissioners approve $2 million transfer, multiple appropriations and vendor payments

The Columbiana County Board of Commissioners unanimously approved a $2,000,000 fund transfer and a series of appropriations and vendor payments at their Nov. 26, 2025 meeting.

Commissioner Paparodis moved to accept the Amended Official Certificate dated Nov. 26, 2025 and to make multiple appropriations; Commissioner Ginter seconded and the motion carried with Commissioners Paparodis, Ginter and Halleck recorded as voting aye. The appropriations recorded in the minutes included line items such as A00-S01-E-1450 ($2,000,000) and other departmental allocations across general, special and grant-funded accounts.

The board also approved a slate of Then & Now payments covering several departments. Noted payments in the minutes included: Lindy Paving Inc. (Development) for $112,800.00; Office of Criminal Justice (Sheriff) for $25,719.00; West Payment Center (Law Library) for $6,591.32 and $6,076.92; Mid American Court Services (Municipal Court) for $3,333.00; Save A Lot (Veterans) for $1,199.86; MWI Animal Health (Dog Pound) for $1,912.98; and J&J Tire/Alignment (Dog Pound) for $1,239.00. One line for Angels for Animals appears in the typed minutes with unclear numeric formatting (transcript: "$1,12024"); the minutes record the vendor but the amount is ambiguous.

Separately, the board approved a motion to transfer $2,000,000 from A00-S01-E-1450 to N01-N01-R-0600. Commissioner Ginter moved the transfer and Commissioner Paparodis seconded; the vote was unanimous.

All of the listed financial motions were presented without discussion in the public minutes and carried with aye votes recorded for Commissioners Paparodis, Ginter and Halleck. The meeting record shows no recorded dissent.

The board adjourned after completing the listed business. The minutes also note the Courthouse will be closed Dec. 26, 2025.
