Columbiana County approves Senior Services Levy contracts; board accepts personnel discipline after executive session

Director Ketterman told the board these are renewals: "They have had these same contracts for years, none are new," and said the Senior Services Levy programs served more than 3,000 county residents last year after free assessments determine eligibility.
The board also approved contracts for case managers (Randy Calhoun, Bree Paynter, Lisa Argiro-Hetric and Brittany Bankston-Williams) with specified ceilings. When asked what services case managers provide, Director Ketterman said Calhoun specializes in home repairs while Paynter, Bankston-Williams and Argiro-Hetric provide general assessments and repair knowledge.
Separately, the board recorded an information-only notice of termination of an FCFC Service Coordination contract with Lisa Felekey-Bigelow dated Nov. 4, 2025. The board then entered executive session to consider discipline of a public employee pursuant to ORC 121.22(G)(1) and, after returning, voted to accept the disciplinary action recommended by Director Ketterman. The minutes record the action but do not specify further details about the employee or the nature of the discipline.
