Columbiana County commissioners approve East Palestine annexation, authorize engineering RFP and multiple contracts

The board voted unanimously to adopt Resolution No. 59‑2025, granting a petition for an expedited Type II annexation of 22.729 acres to the Village of East Palestine under Ohio Revised Code 709.023. Commissioner Halleck said the board had received no opposition to the petition.
Commissioners also authorized the County Engineer to advertise Requests for Proposals for engineering services for Project Control Number COL‑CR 430‑1.10, a roadway realignment in St. Clair Township. Advertisement dates were set for Nov. 12, 19 and 26, 2025, with the bid opening scheduled for Dec. 10, 2025 at 9:00 a.m. County Engineer staff clarified the work location as the section between Vernon Dell Tractor and Calcutta.
Other approved items included a Title XX contract with Help Network of N.E. Ohio for after‑hours support (Jan. 1–Dec. 31, 2026; ceiling $40,000), several Then & Now bills covering county vendors, and acceptance of liquor license permits for Rootstown 44 Corp. and East Palestine Country Club. Motions for these items passed unanimously.
