The Columbiana County Board of Commissioners on Oct. 29 approved Resolution #58-2025 granting a petition to annex 8.238 acres of contiguous territory to the Village of New Waterford under Ohio Revised Code Section 709.16.
Commissioner Ginter moved for approval; Commissioner Paparodis seconded, and the motion carried unanimously with Commissioners Ginter, Paparodis and Halleck voting yes.
Unity Township Trustee Bryan Henderson, present at the meeting, told the board that township officials were unaware of the annexation petition. The meeting record states the county explained the annexed territory is owned by the Village of New Waterford and that, because the property is owned solely by the village, a public hearing was not required under the cited statute.
Antonio Diaz‑Guy, identified in the record as East Palestine’s village manager, asked for guidance about the road maintenance agreement related to the annexation. County officials advised him to contact the County Engineer’s office for details and next steps.
The resolution as recorded applies specifically to the 8.238 acres owned by the Village of New Waterford; the board’s action does not identify required follow-up steps for local service or maintenance agreements beyond the County Engineer referral.
