Commissioners approve Then-and-Now payments, appropriations and cut FAET contract ceiling

Columbiana County commissioners on Oct. 15, 2025 approved a set of 'Then and Now' payments, accepted an Amended Official Certificate and multiple appropriations, and approved an amendment reducing the FAET contract ceiling for SNAP Employment & Training transportation funding.
During routine business the board approved 'Then and Now' payments for several departments, including Schindler Elevator ($1,443.06) for Juvenile Court; Family & Children First Council ($6,325.00), Landpro Equipment ($1,835.62), R&R Seal Coating ($8,800.00) and CSG ($4,252.70) for the commissioners; Liverpool Township Trustees ($1,000.00) for the engineers; Save A Lot ($1,449.73) for veterans; and Shoe Department ($17,381.50) and City of Columbiana ($1,874.14) for Job and Family Services. The motion to approve those payments passed unanimously.
The board accepted an Amended Official Certificate dated Oct. 15, 2025 and appropriated multiple line items, including certifications and appropriations such as P06-P06 $114,000.00 and P07-P07 $45,000.00, among other smaller line-item adjustments. Commissioners Paparodis and Ginter moved and seconded the appropriations; the motion carried unanimously.
On a separate action the board approved an amendment to the FAET contract with Community Action Agency of Columbiana County, decreasing the contract ceiling for SNAP Employment & Training transportation funding from $50,000.00 to $15,000.00 (a $35,000.00 reduction) for the July 1, 2025–June 30, 2026 contract year. Director Ketterman said the contract had low usage and that the State decreased its allocation, leading to the reduction. The amendment carried with unanimous votes.
Commissioner Ginter also provided a brief construction update on the Archive Building: studding and decking are complete and backfilling is scheduled to begin Oct. 20, 2025. The meeting adjourned with no further business.
