The Columbiana County Board of Commissioners on Oct. 15, 2025 adopted two resolutions: one authorizing the county to apply for FY'25 Community Development Block Grant (CDBG) funds and another adopting the county Hazard Mitigation Plan update.
By adopting Resolution #51-2025 the board authorized and directed the board president to serve as the county representative for the FY'25 CDBG formula allocation and any competitive set-aside programs, certified the county’s legal authority to apply, and agreed to the assurances required by the U.S. Department of Housing and Urban Development. The motion carried unanimously (Paparodis, Ginter, Halleck).
The board also adopted Resolution #52-2025, formally approving the Columbiana County Hazard Mitigation Plan. Director Peggy Clark explained that the plan must be updated every five years in order for the county to remain eligible for federal hazard-mitigation funds. The resolutions were presented and approved without recorded opposition.
The actions position the county to pursue federal grant funding for community development projects and to maintain eligibility for federal mitigation grants; the record does not specify particular projects or dollar amounts tied to this authorization.
