Rochester council approves police contract, plow purchase and 10-year Level 3 site lease

Rochester Borough Council used its regular Jan. 29 meeting to approve several operational contracts and purchases, including a three-year police contract, equipment for public works, and a 10-year site lease with Level 3 Communications.
Council voted to approve the police contract for Jan. 1, 2026 through Dec. 31, 2028 after a motion by Toni Bucher, seconded by Chad Rape; representatives from the Fraternal Order of Police, Nicollette Lopez and Daryll Taddich, accepted the signed contract. The borough also approved actuarial services for the Rochester Police Pension Plan with Acrisure Mid-Atlantic Partners Insurance Services, LLC.
In response to resident and staff concerns about snow removal in tight spaces, the council authorized purchase of a bobcat plow blade from Stephen Equipment at $3,539.00 on a motion from Sam Piccinini, seconded by Chad Rape. Council received praise for snow operations from resident Wes Hill and comments that additional truck use should be considered.
Council reviewed a $44,020 bid from Green Acres Contracting for the Guide Rail Project and awarded the contract contingent on affirmative review by the borough engineer. Council also approved a site lease agreement with Level 3 Communications, LLC to commence April 24, 2026 and expire April 23, 2036, after a motion from Rico Elmore and second by Chad Rape.
On finance items, Don Brothers moved to have borough staff investigate a money market fund, and he also moved to approve Resolution #2026-2 to apply for DCED Local Government Capital Project Loan Programs seeking up to $100,000 to purchase a backhoe; the motion passed. Council additionally ratified a State of Disaster Emergency covering Jan. 24–26, 2026 in anticipation of a severe winter storm with predicted snowfall of 7–14 inches and dangerous wind chills.
Council approved routine agenda housekeeping — minutes and bills — including a General Fund payment run totaling $221,401.53 and payroll and related payments totaling $198,259.20. The meeting proceeded to other business and executive session before adjournment.
