Rochester Borough Council names David Alford president, confirms 2026 appointments

The meeting opened with acceptance of Resolution #2026-3 to fill the Ward 4 vacancy; Don Brothers moved the resolution and Toni Bucher seconded. Don Brothers then moved to nominate David Alford to the 4th Ward seat; Toni Bucher seconded, and the council approved the nomination. Alford announced the board's officers for the year: Vice President Toni Bucher.
Council reappointed Paul Steff as borough solicitor and Widmer Engineering as borough engineer. Don Brothers moved to appoint Toni Celeste as borough manager/secretary and borough treasurer and to name Carl Dawson as administrative assistant; the motions passed by voice vote.
Council also confirmed several committee and board appointments by roll call where noted: Rico Elmore was appointed the borough's delegate to the Beaver County Regional Council of Governments with Renee Simmons as alternate (roll call 7–0); Barry Howe was reappointed as an alternate member of the Civil Service Commission (roll call 7–0); and Pauline Gaffney was reappointed to the Zoning Hearing Board (roll call 7–0).
The reorganizational actions finalize who will carry out administrative, legal and engineering responsibilities for the borough in 2026. Council later entered executive session and adjourned at 9:21 p.m.
