Fayette County commissioners approve contracts, establish airport funds and authorize administrator search

FAYETTE COUNTY, Ohio — The Fayette County Board of Commissioners on Feb. 9 approved payments to vendors, enacted several budget adjustments and authorized multiple contracts and projects, all by roll-call votes.
The board opened by approving the previous meetings minutes and authorizing payment of the invoices presented by the county auditor. Commissioners James D. Garland, Tony Anderson and Donald L. Fleak voted "aye" on the motion to pay bills.
The commissioners approved an appropriation modification shifting $1,826.10 within the Rattlesnake Temporary Water Plant budget and authorized interfund advances totaling $75,974.36 to support a HUD grant and the CEBCO Wellness fund; an additional appropriation of $75,974.36 to the General Fund Transfer was also adopted. The board established two capital project funds for the Fayette County Airport: Airport Apron Pavement Sealing Design/Construct and Airport Wind Cone Design/Construct.
The board adopted an amended resolution allocating $484,805.22 to Children Services for state fiscal year 2026 and set monthly transfer amounts: $47,667.07 for February 2026 and $40,400.44 for each month March through December 2026.
On county infrastructure and vendor contracts, the board accepted Amended Agreement #2 with HDR Engineering to extend construction-phase services for the Rattlesnake Wastewater Treatment Plant improvements by six months at an estimated additional cost of $160,000. Commissioners also accepted an amended quote from Granite Telecommunications for telephone service at the Fayette County Airport, reducing the monthly service fee from $48.47 to $42.47 and adding a $1.96 monthly equipment charge; the one-time equipment cost remains $236.62.
A three-year preventive maintenance agreement with Frye Mechanical Inc. for the Fayette County Jails mechanical systems was approved at an annual cost of $16,805, billed quarterly at $4,201.25 after each inspection. Per the recommendation of Kate Wells, Economic Development Director, the board later approved a consulting agreement with Designing Local to produce wayfinding and signage designs for the county; that contract has an estimated not-to-exceed cost of $49,500 and a proposed timeline of about eight months. Commissioner Anderson was recorded absent for the Designing Local vote; Commissioners Garland and Fleak voted "aye."
The board also authorized travel and training reimbursements for county staff and approved a resolution to advertise a County Administrator position, with up to $5,000 budgeted for the search process. The meeting was continued to Feb. 13, 2026 and subsequently adjourned.
