Fayette County commissioners approve contracts, appropriations and bridge load postings in December meeting

At a Dec. 22 meeting in Washington Court House, the Fayette County Board of Commissioners approved a range of contracts, budget actions and resolutions affecting county services and infrastructure.
The board unanimously approved three child-placement contracts requested by Faye Williamson, director of the Fayette County Department of Job and Family Services: a contract with Mended Reeds, Inc. (maximum $170,000), one with National Youth Advocate Program (maximum $100,000), and a Title IV-E placement agreement with Safe House Ministries, Inc. (maximum $135,000). Each contract runs Jan. 1 through Dec. 31, 2026, and the records state the complete contracts are on file.
Commissioners approved several county service contracts for 2026 including CT Electric (electrical services at $85 per man/per hour), Marquee Construction (general repair at $40 per man/per hour plus 15% on materials), and Weller's Plumbing & Heating (hourly HVAC/plumbing service rates and trip charges). The board also approved a prosecution-services agreement with attorney Mark J. Pitstick for municipal misdemeanor prosecution at an annual compensation of $18,000.
On capital projects and infrastructure, the board accepted an amendment to GMP 4 for the Rattlesnake Water Treatment Plant Area C laboratory to incorporate drawing updates by Verdantas, adding scope not included in previous amendments for a cost not to exceed $352,862. Staff projected the specific additional scope would be completed by Jan. 30, 2026.
The commissioners also authorized the County Engineer to lower allowable load ratings by 12% for certain three-axle emergency-vehicle configurations on Harrison Road Bridge (FAY-C32-0445) and Rockwell Road Bridge (FAY-T120-0005). The changes were described as resulting from Federal Highway Administration requirements and new load ratings prepared by Gannett Fleming Engineers under the county's 2025 load-rating contract.
Other approvals included authorization to pay out 81 hours of comp time to I/T Manager Michael G. Meadows at time-and-one-half, authorization for Health Commissioner Leigh Cannon to sell a retired 2002 Chevrolet Cavalier via GovDeals, certification of 315.810 county highway miles for 2025 (per ORC Section 4501.04), a Waltz Business Solutions copier lease for the prosecutor's office at $238 monthly, and travel expense approvals for several Job & Family Services staff members. The meeting also recorded appropriation modifications, advances, and additional appropriations across county funds.
Several motions passed unanimously; a small number of votes were recorded with Commissioner Fleak absent.
The board adjourned with no further business noted in the meeting minutes.
