Columbiana County authorizes Port Authority, economic development office to administer Ohio EPA overflow sewer grant for Hanoverton

Columbiana County commissioners on Aug. 27 authorized the Port Authority and the county Office of Economic Development, jointly or separately, to administer an Ohio EPA Overflow Sewer Grant that will fund sewer service connections for qualifying Hanoverton residents.
The motion, moved by Commissioner Paparodis and seconded by Commissioner Ginter, passed with all three commissioners voting aye. Director Tad Herold told the board the county has been coordinating with Troy Graft of the County Engineer’s office on the Hanoverton project because the county lacks internal capacity to administer the funds.
Mayor Becky Kibler of Hanoverton, who attended the meeting, said the town’s need is clear and expressed appreciation for county efforts, saying “the need is there for sure and appreciates all being done.” Herold asked residents who need to tap in to call 330-424-1800 and ask for either Bobby or Elise to get pre-qualified.
The board’s authorization allows either or both entities to perform the administrative duties required by the grant, including applicant qualification and coordination with engineered plans. The board gave no additional discussion or conditions during the meeting.
Next steps: the Office of Economic Development and the Port Authority will proceed with administrative tasks and coordinate with the County Engineer’s office for technical review and implementation as needed.
