Elizabethtown council approves grants, payments, appointments and permits in April meeting

Elizabethtown Borough Council completed a series of routine but consequential items during its April 2 meeting, approving grant closeout, payment requests for capital projects, two board appointments, a fee resolution revision, a special event permit and the promotion of a police officer.
Council unanimously approved twin city agreements with Letterkenny, Ireland, and passed Resolution 2026‑08 to close out the Master Park Planning Grant. Borough Manager Ann Roda presented updated Master Park Plan cost estimates and council directed staff to focus a DCNR C2P2 grant application on improvements around Ken Lane and S. Mount Street, aiming for a total project cost of approximately $1 million.
Council approved several project payment requests: Payment Request No.10 for the Radio Interceptor Improvements Project – Phase 1; revised Payment Request No.2 for the Radio Road Interceptor Improvements Project – Phase 2; and Payment Request No.3 for the Conoy Creek Floodplain Restoration at Hickory Lane Park. Council also agreed that representation on the Elizabethtown Area Water Authority board should remain at three borough representatives.
Appointments approved included the appointment of Jeff Kinsey to the Donegal‑Elizabethtown Area Appeals Board and Matthew Haverkamp to the Zoning Hearing Board (term through Dec. 31, 2028). Council also approved Resolution 2026‑09 to revise the Fee Resolution to add permit fees for work in the street, right‑of‑way and sidewalk projects.
Other actions: council approved the Elizabethtown College commencement special event permit; directed staff and the police department to develop a temporary parking‑permit process for Winnemore Alley residents affected by Phase II construction of the Radio Road Interceptor project (permits would allow parking in metered lots without paying meters during active construction, on a first‑come, first‑serve basis with no reserved spaces); approved release of financial security for the 1225 S. Market Street Stormwater Management Plan in the amount of $1,589.40; and approved promotion of Officer Alex Leonard to corporal effective April 12, 2026. Council also approved the March 19, 2026 meeting minutes and adjourned at 9:25 p.m.
The meeting contained routine administrative approvals that advance several capital and park planning efforts and made near‑term personnel and permitting decisions.
