Butler City Council adopts police-pension ordinance and approves $1.56 million in bills, contracts and event permits

Butler City Council at its March 23, 2026 meeting adopted City Ordinance No. 1840 to amend Part Two, Chapter 57 (Police Pension Plan) to incorporate plan changes resulting from 2025 collective bargaining negotiations. Mayor Robert A. Dandoy moved for second reading and adoption; Councilwoman Quebedeaux seconded the motion and the minutes record the vote as unanimous ("All voted aye").
Earlier in the meeting the council amended the agenda to remove motion no. 9 from the agenda; the minutes later record the second reading and adoption of Ordinance No. 1840 during the same meeting. The minutes do not explain the procedural steps that led from removal to the ordinance’s eventual adoption.
Council approved a package of routine contracts, repairs and event permits, all by unanimous votes. Notable approvals recorded in the minutes include: payment to Wiest Asphalt Products and Paving, Inc. for $75,120.00 for snow removal; SEI Stephenson Equipment, Inc. quote for $62,900.00 to upfit a 2025 Ford F550; a $23,489.00 payment to Pennsylvania Roofing Systems, Inc. for Pullman Ballpark roof repairs; Keystone Sports Construction payment of $152,631.06 for turf replacement at Pullman Ballpark; Partition King quote of $3,949.00 for restroom partitions; Throwers Home Improvement $6,290.00 for carpet installation; and payment #6 to Troy Jay Construction, Inc. for $12,361.56 related to the Farmer's Market improvement project.
The council also approved: a lease with Butler County YMCA for use of Pickleball courts in Ritts Park (May 4–Oct. 6, 2026); a lease with Butler Fastpitch Association for the T-Ball field (March 1–Oct. 31, 2026); use of Memorial Park’s football field for a Community Touchdown Event (April 18, 2026); an agreement with Greater Pittsburgh Community Foodbank to use the Farmer’s Market one Tuesday per month July–December 2026; and approval of CardPointe as the merchant-services processor for parking kiosks and citations.
The City Treasurer presented February intake and the City Controller presented bills for payment across multiple funds: General fund $692,931.57; Capital Projects fund $51,571.56; Liquid Fuels Tax fund $47,393.76; and Legacy fund transfers totaling $770,458.43, for a grand total of $1,562,355.32. Council approved payment of the bills as presented. The minutes record that the meeting adjourned at 7:45 p.m.
