Council adopts playground grant, recognizes Safe Digging Month; tables data-center and kratom ordinances

The Scranton City Council unanimously adopted Resolution 422026 recognizing April 2026 as Pennsylvania 811 Safe Digging Month and approved a separate resolution authorizing the mayor to apply for up to $175,000 from the Pennsylvania Department of Conservation and Natural Resources for phase 2 of an all‑inclusive playground.
The Committee on Rules recommended final passage of the Safe Digging Month resolution; a roll call recorded six "yes" votes and the presiding officer declared the item adopted. The Community Development committee similarly recommended the grant-authorization resolution; a roll call again returned unanimous support and the chair declared the item lawfully adopted.
The meeting also moved several matters into committee and deferred others. The council introduced a resolution to appoint Joseph Loftus to the Scranton Municipal Recreation Authority (term to 06/17/2029) and introduced a plan‑revision resolution for new land development at 1721 North Main Avenue; both introductions were approved by voice vote and referred to the appropriate committee.
Two zoning ordinances amending the city code related to data centers (filed to council as items 8a and 8b) were placed on the agenda but tabled until a later public hearing so the city can gather additional input. Two ordinances regulating the sale or distribution of kratom and chemically modified derivatives (filed as 8c and 8d) were likewise tabled pending further information from the city and Lackawanna County.
