Commission adopts bylaw changes, approves consent items and cancels April 22 meeting

The Chesapeake Planning Commission adopted amendments to its bylaws, approved two consent‑agenda land‑use items and canceled a future meeting during its April 8 session.

Chair described two bylaw changes that City Council had reviewed: a new procedure for handling tie votes (requiring a commissioner to move whether the item should go to City Council or remain with the commission) and a uniform three‑minute speaker limit for all types of hearings. Vice Chair Sequelia moved to approve the previously circulated bylaw changes; Secretary Malone seconded. The commission approved the amendments by a 7‑0 vote and the chair stated they took effect immediately.

Staff read the two consent items into the record: PLN USC‑2025‑3, a conditional‑use proposal by the Chesapeake Land Bank Authority for five single‑family infill lots on Bainbridge Boulevard in the South Norfolk planning area; and PLN SPEX‑2025‑52, a special exception for Mark and Summer Brown to permit an alternative parking surface at 2509 Battlefield Boulevard South in Great Bridge. Both applicants were noted as available for questions only. The commission approved the consent agenda after a motion by Vice Chair Sequelia and a second by Commissioner Williams; no speakers were recorded in opposition.

With no further business, commissioners canceled the April 22, 2026 meeting by unanimous consent. The hearing adjourned at 7:08 p.m.

Next steps: the items on the consent agenda will be scheduled for City Council action next month as dictated by the planning commission’s process.
