Tunica County supervisors approve hires, travel and routine financial items; move into closed session on personnel

The Tunica County Board of Supervisors approved a set of routine administrative actions on April 29 and then voted to enter closed session to discuss a personnel disciplinary matter.
Miss Cook (S4), representing the sheriff's office, asked that two items be spread across the minutes: Sheriff Casey Hemp appoints Veil Palmer as civil process and bailiff at $21.42 per hour effective May 11, 2026, to be paid from the deputy fund; and a travel notice for May 28, 2026, to the Mississippi Office of Highway Safety in Pearl for the third-quarter impaired-driving task force meeting with attendees Clara Hoover, Dartavious Wilson and Carolyn Gordon. "Sheriff Casey Hemp appoints Veil Palmer to the position of civil process and bailiff for the Tunica County Sheriff's office, at the rate of $21.42 per hour effective 05/11/2026 to be paid from the deputy fund," Cook said; the board approved the item.
A justice-court request, presented by Joseph (S7), asked the board to hire Kimberly Conway as a deputy clerk (grade G 8.3) at $16.65 per hour, effective May 4, 2026. The board moved and approved the hire. Joseph also announced a makeup open-enrollment day on the following day from 10 a.m. to 4 p.m. at GWNS and Rec.
Routine financial and personnel items approved by the board included acknowledgment of an appraisal for an alleyway in Hollywood and direction to accept bids based on the appraised value; recognition of a governor's proclamation naming May 6 as Mississippi Court Clerk's Day; approval of a PERS employee contribution of $7,356 for Shannon Reynolds, a circuit clerk; acceptance of the county credit-card report (which included a $21.35 charge); approval of payroll and the claim docket; and authorization for Jamal Jackson to attend the Mississippi Firefighters and Chief conference in Biloxi in late May.
Following those approvals, the board approved a motion to go into closed session "for a personnel issue involving a potential... to the disciplinary action," as announced in the meeting record. The motion to enter executive session was moved, seconded and carried by voice vote.
The board recorded no roll-call vote tallies in the public record for these routine approvals. The closed session was convened to discuss personnel matters and no further details were disclosed in the public transcript.
