Votes at a glance: Fayette County commissioners approve bills, appropriations, fund establishment and contract change

At its Nov. 3 meeting the Fayette County Board of Commissioners unanimously approved payment of filed bills, multiple appropriation changes (including $180,000 to OneOhio Opioid and $78,160 for a technology grant), established a Board of DD Capital Improvement fund, approved a minor contract change order on a pavement-marker project, and authorized travel and training for county staff.
The Board of Fayette County Commissioners met Nov. 3 and carried a series of routine but consequential motions by unanimous roll call.
The board approved payment of the filed bills after certification by the county auditor. Commissioners then approved appropriation modifications (including a $20,000 reallocation within juvenile court accounts) and multiple additional appropriations. Prominent additions recorded in the minutes were $78,160 for a Technology Grant (Courts); $50,000 for jail utilities; $180,000 allocated to OneOhio Opioid; and $100,000 to 'CBDD - RSF.' All appropriation motions were moved by Commissioner Donald L. Fleak and seconded by Commissioner James D. Garland, and each passed with Commissioners Tony Anderson, James D. Garland, and Donald L. Fleak voting aye.
The board approved establishing a Board of DD Capital Improvement fund as a capital project fund in the county accounting system, and adopted a resolution authorizing disposal of certain obsolete surplus inventory from the courthouse attic.
On contracts, the commissioners approved Change Order No. 1 on the 2025 Raised Pavement Marker Project with contractor A&A Safety, Inc., which produced a net contract decrease of $386.75 and revised the contract price to $39,148.30; the contract completion time was unchanged.
The minutes record multiple executive sessions: a 3:55 p.m. session on economic development with representatives of WESTCO Port Authority (Louis Agresta, David Carr and Gene Baumgardner) and consultant Jamie Gentry; a 4:07 p.m. session with Ben Hyden of Bricker Graydon on water-treatment-plant contracts; and a personnel session at 10:12 a.m. with Craig Breedlove of the Fayette County Building Department. The board returned to open session after each executive session; the minutes note Commissioner Garland was absent for the 10:12 a.m. personnel session.
The board also approved travel and training expense authorizations: Fayette County Recorder Kim Coil Butler (up to $63.14) to attend the Ohio Recorder's Association training on Nov. 13; Fayette County Clerk of Courts Sandra Wilson (up to $406.63) for the Ohio Clerk of Courts Association winter conference (Dec. 2–5); and several travel authorizations for Department of Job & Family Services staff totaling up to $1,042.80 from the PA Fund. The meeting was adjourned with no further action recorded.
All votes recorded in the minutes for these items were unanimous among the participating commissioners.
