The Enumclaw City Council on April 27 approved Resolution 1872, establishing a sewer assessment reimbursement area tied to sewer installed with the Roosevelt Avenue roundabout.
City staff reported that gravity sewer must be installed through the intersection to serve nearby properties and that the city initially fronted construction costs. According to staff, conditions and unforeseen soil and administrative costs increased the total, and the city now expects to recapture slightly under $88,000 from four parcels through a latecomer reimbursement agreement. "At the time the roundabout project started, the estimated cost was about $60,000; due to soil issues and administrative costs it’s now slightly under $88,000 to be recaptured," a staff member told council.
Staff recommended approval to allow the reimbursement document to be recorded against the four parcels; council moved, seconded and approved the resolution by voice vote. No roll-call vote tally was recorded in the meeting transcript.
Council noted the project had been discussed in committee and that the reimbursement approach is intended to have future connections reimburse the city for the initial outlay.
The council did not amend the resolution; the clerk read the resolution by title and staff said they would record the reimbursement agreement for the affected parcels.
