Erin, a borough administration staff member presenting the ordinance, summarized the proposed lease terms: "Some of the general terms, a minimum reserve has been established at $50,000. Initial term is 5 years with a 5 year renewal. . . . they would be required to operate the facility for at least 90 days per calendar year and, remove a minimum of 15,000 cubic yards and a maximum of 25,000 cubic yards material on an annual basis," Erin said. Erin also said the administration hopes the full assembly will approve the ordinance that night; if so, advertising would begin later in the week and the sealed-bid opening is scheduled for April 28.
Committee member Hughes, who raised several procedural questions, said the competitive lease represents a change from past agreements and noted local interest in the site: "So, sounds like this is kind of a a new arrangement. In the past, it's been a vendor agreement thing," Hughes said, adding that constituents near Eagle Lake and along East End Road use the area extensively and that he appreciated administration responses to earlier questions.
Mayor Michigkee, responding after the committee attempted to adjourn, framed the change as part of a policy shift away from long-term monopolies: "Just to be clear, we primarily in the past used to create forever monopolies. We're moving away from that practice," the mayor said, adding that the borough plans additional lease opportunities in the near future so it does "not get back into that same situation."
No vote was recorded at the committee meeting; the next steps listed by administration were full-assembly consideration of the ordinance, advertisement of the competitive lease if approved, and the scheduled bid opening on April 28. The committee noted the meeting time as 04:48 when members began to adjourn.
