The City Council voted May 4 to contract with Van de Waal & Associates for planning services to help clear a backlog of zoning reviews, permit processing and technical reviews.
Neil, the city administrator, described the proposal as a one‑time lump‑sum contract not to exceed $30,000, estimated to provide roughly 200 consulting hours. Staff said the consultant is already familiar with Monona from work on the comprehensive plan update and can provide immediate technical capacity while the city expands Planner‑1 duties.
Council members supported taking the item out of order to expedite the work. The motion to approve was seconded and carried on roll call; staff said the funding could come from existing contingency in the budget and that the city may charge certain costs back to larger applicants or TIF where appropriate.
Staff emphasized the intent is a one‑time expenditure to address backlog and that the city expects to reassess after the work is complete.
