Committee reviews ordinance to clarify dual-service rules, member recuses

Mr. Kelly explained the measure is intended to improve readability by merging overlapping code sections and to eliminate what he described as a confusing one-year post-service employment prohibition. The ordinance was presented as an introduction and Kelly stood for questions.
Assembly member Gribble said he had worked for the borough for more than 25 years and recently left for the private sector. Because he may be interested in future borough employment, Gribble said he would step aside: "Therefore, for no implications of impropriety, I'll recuse myself from any debate or action on this item." The committee did not take a vote on the ordinance during the meeting.
The ordinance remains scheduled for further consideration at the committee's public hearing process and any future committee or assembly votes will be noticed to the public.
