Tongass School of Arts & Sciences asks district to deliver MOA financial reports within 14 days

Representatives from the Tongass School of Arts & Sciences (TSAS) presented a formal notice at the April 22 meeting asking the district to provide multiple outstanding financial and operational items required under their memorandum of agreement (MOA).
Tina Peckham and Barbara Morgan, speaking on behalf of the TSAS Academic Policy Committee, listed specific documents they said remain incomplete or unresolved: a revised MOA rent calculation compliant with Alaska standards, corrected payroll and health‑insurance spreadsheets for TSAS, reconciled district general ledger reports matching charter formulas and Title I accounting, and final FY25 district‑vs‑charter budget‑to‑actual reports (including RTI software expenses). They asked the district to provide the requested materials within 14 days or to submit a written response detailing the status and timeline for each item.
"These items are necessary for TSAS to meet its obligation under the MOA and to responsibly manage public funds in support of students," Peckham said. Barbara Morgan added that the charter school cannot complete its own budgeting and reporting work without those district files and asked the board to direct staff to provide the records.
The board asked the speakers to email the materials to the clerk so they could be distributed to members; TSAS said it would provide the letter and expects a prompt administrative response.
