Historic District Commission postpones two sign permit applications to April 14 special meeting

The Skagway Municipality Historic District Commission postponed two sign-permit applications to a special meeting on April 14 to allow applicants to provide measurements and address code and historic-guidelines questions.

Commissioners discussed application 2026013 (Miner's Gems, Block 27 Lot 11) and application 2026014 during their March 23 meeting and concluded that critical details were missing or unclear. The permitting official told the commission that several items needed clarification, including whether a marquee sign would extend beyond the fascia, the square footage on the south-facing sign, the projected sign’s clearance above grade and whether pictorial symbols in the designs are permitted by the district’s ornamentals rules. National Park Service liaison Williams pointed to code language saying a marquee sign “shall not extend beyond the limits of the marquee or balcony fascia,” and flagged ornamentation issues and potential height violations.

"My main concern with both of these applications is that there are pictures depicted in the signs, which my understanding is not conducive with the historic relevance in the historic district," the permitting official said, urging the applicants to consult the referenced historic-sign sources. Williams noted the marquee-rule wording and said some proposed elements appeared to exceed the allowable limits.

Commissioners also said applicants should be present to answer technical questions about measurements and mounting. Because the Miner's Gems applicant was not in the room to confirm dimensions and details, a commissioner moved to postpone application 2026013 to the April 14 special meeting; the motion passed by roll call. A separate motion to postpone application 2026014 to that same special meeting also passed unanimously.

Staff advised applicants to submit revised drawings and measurements as soon as possible so commissioners could review materials before the special meeting. The commission’s clerk reminded participants that some permit types require public notice (staff referenced a 10-business-day noticing requirement for public hearings) and that revisions should be supplied with enough lead time for review.

The special meeting was set for April 14 at 5:30 p.m. in the assembly chambers to consider the postponed sign applications and at least one development permit. The commission asked permitting staff and the NPS liaison to be available at the special meeting to review revised submissions.

The postponements mean the commission will not rule on either sign permit at its March 23 meeting; applicants who revise their materials and appear at the April 14 meeting could receive final action then.
