Council hears safety report on Tiger Den playground; requests repair and replacement estimates
Summary
Council received a certified safety inspection for the Tiger Den at Kistler Park and directed staff to obtain cost estimates for repairing the existing structure and for full replacement; staff cited a $15,000–$20,000 estimate for safety surfacing and said the structure has been closed since October.
Lock Haven City Council reviewed a certified playground safety inspection for the Tiger Den at Kistler Park and asked staff to return with cost estimates for both repair and replacement options.
Staff said the Tiger Den was closed in October after an inspection and that the recommended safety surfacing alone would cost about $15,000 to $20,000. The certified inspector’s report, included in council packets, documents deficiencies in the wooden play structure and recommends the facility remain closed until a solution is found.
"The recommendation is for it to remain closed until a solution is found," a staff member said in presenting the report, noting the structure is roughly 19 years old and that wooden play equipment can reach the end of its useful life if not consistently maintained.
Council members stressed the historical and community value of the project: one council member said the playground was built nearly 19 years ago through a community fundraising and volunteer effort that cost about $100,000 and involved approximately 1,200 volunteers. Several council members asked staff to provide both a repair estimate and a replacement estimate so the council can discuss options and funding, including whether volunteer efforts or community fundraising could offset some costs.
Council members also discussed the possibility of repurposing part of the park for a dog park and of fencing options to allow multiple uses while preserving play space. Staff noted the need to consult the original vendor for parts and to coordinate with engineers and playground specialists about expected lifespans and maintenance requirements.
Council did not take formal action to fund repairs at the meeting but directed staff to obtain detailed cost estimates for repair, for full replacement, and for options such as a fenced dog area; staff will report back to council with numbers and procurement or fundraising options.
