Planning and Economic Development Committee forwards three items to board, including permit for accessible-vehicle business
Summary
On May 4, 2026 the Planning and Economic Development Committee in Machesney Park voted to forward positive recommendations to the full board for a special-use permit for Mobility Connections Inc., a residential accessory-building variance at 10520 Banyan Drive, and adoption of the 2024 International Energy Conservation Code with Illinois amendments.
The Planning and Economic Development Committee met May 4, 2026, in Machesney Park and unanimously voted to forward positive recommendations on three items to the full board for consideration May 18.
Planning and Zoning Manager Carrie Houston presented Ordinance 14-26, a special-use permit request from Mobility Connections Inc. to open an open-sales lot at 9934 North Alpine Road to service, rent and sell accessible vans. "This applicant, Mobility Connections Inc, provides equipment and vehicles for people with disabilities," Houston said, adding that the proposed location would "service, rent, and sell accessible vans" and that "it'll be nice to have this type of service nearby rather than residents having to travel further away for this type of service." Staff recommended approval with conditions requiring vehicles be parked consistent with the site plan (which shows parking for about six vans) and that the business obtain an occupancy permit.
The committee recorded a motion by Trustee Bailey, seconded by Trustee Stromberg, and voted by voice to forward a positive recommendation to the board.
On Ordinance 15-26 the committee considered a variance request for an accessory building at 10520 Banyan Drive. Houston said the homeowner proposes an addition to a detached garage plus an existing shed, producing about 1,452 square feet of accessory building area where the ordinance permits a maximum of 1,000 square feet on a lot of that size. Houston noted the property is almost a half-acre and that the garage backs up to an agricultural lot; staff recommended approval with conditions that vehicles be kept parked either in the garage or on the driveway and that storage space in the garage not be rented to others. The applicant addressed the committee briefly, saying, "Well, I just wanna thank everyone for their help. This is kind of new for me, and I just thank, you know, Carrie and Joe and everybody for a lot of your support." The committee moved and seconded the item (motion recorded by Mr. Tricke; second by Trustee Stromberg) and forwarded a positive recommendation to the board.
The committee also took up Ordinance 16-26, which would adopt the 2024 International Energy Conservation Code (IECC) with Illinois amendments. An unnamed staff member explained that the Illinois Capital Development Board recently adopted the 2024 IECC and that local adoption helps ensure consistent plan review and inspections; staff recommended approval. The committee recorded a motion by Trustee Bailey, seconded by Trustee Stromberg, and voted to forward the ordinance to the May 18 board meeting with a positive recommendation.
No reports were offered and no members of the public spoke during the public-comment period. The committee adjourned following a motion by Trustee Stromberg and a second from Mr. Tricke.
All three items will appear on the full board agenda May 18 for final action.
