Planning Commission backs adding 'All In Henderson' climate action plan to comprehensive plan

Tori Jackson, the city's sustainability and climate manager, presented the "All In Henderson" sustainability and climate action plan and urged the commission to adopt it as an appendix to the Henderson Strong comprehensive plan.
"This plan is gonna create a road map for a thriving and climate ready Henderson," Jackson said, outlining five focus areas — connected and equitable transportation; sustainable water systems; smart development and clean energy; resilient and healthy communities; and education and climate literacy. Jackson said staff worked with a consultant to update a regional greenhouse gas inventory with a 2022 baseline for Clark County and that the inventory shows most community emissions in Henderson stem from energy use in buildings and on-road transportation.
Jackson described a set of strategies aimed at putting Henderson on a path to net-zero greenhouse gas emissions by 2050, singling out solid waste reduction, alternative transportation modes and building electrification as priority approaches. She told the commission staff engaged the public at roughly 20 city events and "received more than 1,000 responses" during outreach; she also said 53 city staff and external stakeholders participated in working groups to develop the plan's 28 recommended actions.
Commissioners praised the staff's work and moved to approve the comprehensive plan amendment. Commissioner Musen moved to approve CPA 2026018272 "subject to findings of fact," and the motion passed by voice vote. Chair Lewis confirmed the commission's recommendation will be heard by the City Council on April 7, 2026.
The plan, as presented, would guide city policies and capital investments on climate resilience, water conservation, transportation electrification and urban tree canopy strategies. Staff said some measures would require further study, interagency coordination and future budget decisions before implementation.
The commission's action is a recommendation to the council; the council is scheduled to consider the item on April 7, 2026.
