City discusses county offer to trade right-of-way for ownership of Wall Lock Building

City staff briefed commissioners on a county-initiated proposal to convey a stretch of right-of-way (from 2nd Street toward K-27) to the city; in return the county would assume ownership of the Wall Lock Building, which currently houses county fire and ambulance operations.
The city manager said the county attorney contacted the city to open discussion; staff described the parcel locations and noted the county is working with an adjacent property owner on the segment the county would acquire and then transfer. “They would give us the right away. In exchange … they would like to have ownership of the Wall Lock Building,” the city manager said.
Commissioners asked practical questions about the width of the right-of-way (estimates ranged from roughly 60 to 80 feet), who would maintain the building if the county later vacates it, and what operational effects a transfer would have on the city. Commissioners also noted potential benefits — improved access to areas near the hospital, the industrial park and fairgrounds — and cautioned the exchange raises long-term questions about reutilization of the building if emergency services relocate.
Staff said no action was required at the meeting and recommended a joint city–county meeting to discuss the proposal’s details before any transfer or ownership change. Commissioners agreed to explore the matter further and requested more exact measurements and legal terms before any formal decision.
