RTC secures funding; Henderson approves bus‑shelter interlocal and $10.4M change order for Reimagine Boulder Highway

Henderson City Council approved interlocal agreements and a major contract change order tied to the Reimagine Boulder Highway project, allowing the Regional Transportation Commission of Southern Nevada (RTC) and city staff to add enhanced bus shelters and related roadway work along the corridor.
Staff presented an interlocal contract securing about $9,000,000 in RTC transit funds to build additional shelters and a separate interlocal using $3,000,000 in fuel‑revenue tax for adjacent roadway construction; staff said $1,400,000 of the latter is contingency. Andrew Kelman, senior director of planning for the RTC, told the council that a design change from contraflow to same‑direction running lanes increased the number of requested shelters from 17 to 34 and that RTC will cover the incremental shelter costs from local transit sales tax and other funds. “The change increased the number of requested shelters from 17 to 34…we are committed to covering the additional shelter cost,” Kelman said.
Council also approved a contract change order (item 32) to Las Vegas Paving Corporation for the Boulder Highway work; staff described change order no. 1 as a $10,400,000 addition for shelter installation and related work, and said the action means an overall budget increase in the range of $12,000,000 when contingency is included. Staff noted construction sequencing will attempt to start prior to the school‑out period and place the most disruptive work during school breaks where feasible.
Votes on the interlocal agreements and the change order carried on voice votes; the mayor recorded an abstention on the change‑order item. Staff said the additional shelters will include enhanced canopies, vertical shade screens, lighting, concrete protection elements and security cameras to improve rider safety, visibility and heat mitigation during extreme weather. The RTC described the shelters as similar to those the agency is installing on Maryland Parkway and emphasized center‑running lanes will help improve transit reliability and pedestrian safety.
The approvals authorize staff to finalize contract changes and proceed with the design and construction work per the approved funding and conditions; the city will coordinate construction timing with local stakeholders and school schedules.
