Columbiana County commissioners approve multiple transfers, contracts and project applications

The board accepted an Amended Official Certificate dated Oct. 1, 2025, and approved line-specific appropriations. Major certifications recorded included H00–H02 for $245,000 and H00–H03 for $198,300; line-item appropriations approved included A00‑A01‑E‑0010 for $38,690 and H00‑H02‑E‑0002 for $120,000.
Officials approved two fund transfers: $100,000 from B20‑B20‑E‑1450 to A00‑A45‑R‑0600 for the Clerk of Courts, and $13,232.83 from A00‑S01‑E‑1463 to T81‑T81‑R‑0600 for the Prosecutor's Office.

The board accepted for filing an Expedited Type II Annexation petition transferring 22.729 acres from Unity Township to the Village of East Palestine; petitioners were named as Antonio Diaz‑Guy and Thomas J. Brittain.
Three resolutions were adopted directing County Engineer Bert Dawson to prepare and submit applications to the Ohio Public Works Commission and execute contracts for 2026 projects: Resolution #51‑2025 (Bridge Replacement, UNI‑063‑13), Resolution #52‑2025 (Bridge Replacement, COL‑CR443.00.04) and Resolution #53‑2025 (Dresden Avenue manhole rehabilitation/replacement). Each resolution passed with Commissioners Ginter and Halleck voting yes.
The board approved two IV‑D contract resolutions for the Columbiana County Department of Job and Family Services: Resolution #49‑2025 establishing clerking services with the Columbiana County Clerk of Courts (ceiling $58,410.75) and Resolution #50‑2025 establishing magistrate services with Columbiana County Juvenile Court (ceiling $295,682.52), both effective Oct. 1, 2025–Sept. 30, 2026.
Senior Services Levy contract amendments were approved, adjusting ceilings for several providers: Attorney Dan Solmen (+$5,000; ceiling changed from $25,000 to $30,000), Lisa Williams (−$3,500; ceiling changed from $10,000 to $6,500) and Karen Reaggle (−$500; ceiling changed from $6,000 to $5,500).
Commissioner Halleck closed the meeting by announcing the Soil & Water Conservation District annual meeting on Oct. 23 at 6 p.m. at the Salem Saxon Club. The meeting adjourned with no further action.
