Columbiana County commissioners approve contracts, appropriations and program amendments

Columbiana County commissioners on Sept. 24 voted unanimously to approve a package of contracts, appropriations and program amendments affecting county operations and services.
The board awarded the county engineer’s garage expansion/upgrade contract to sole bidder C. Tucker Cope & Associates, Inc. and authorized the County Engineer to negotiate a Guaranteed Maximum Price. Commissioners described the award as necessary to proceed with planned facility upgrades.
The board also adopted Resolution #45-2025 to authorize appropriation proceedings for a parcel in the Village of East Palestine (part of PPN:68-04160.000) needed for the County Bridge Replacement Project COL-CR443-00.04. Commissioner Halleck characterized the parcel as a small piece required to repair the bridge.
Several contracts for human services were approved. The commissioners adopted Resolution #46-2025, an IV-D contract with the Columbiana County Common Pleas Court for magistrate services supporting the Child Support Enforcement Program (Oct. 1, 2025–Sept. 30, 2026) with a ceiling of $137,478.52, and Resolution #47-2025, an IV-D contract with the Columbiana County Prosecutor’s Office with a ceiling of $268,447.01 for the same period. Both resolutions passed unanimously.
The board approved Public Assistance amendments increasing the Back to School Shoe Program contract ceilings: Shoe Sensation’s ceiling rose from $125,000 to $157,000 (an increase of $32,000) and Shoe Show/Shoe Dept’s ceiling rose from $175,000 to $223,000 (an increase of $48,000). The board also approved a Senior Services levy amendment increasing Debra Grimm’s Public Guardian contract ceiling from $2,500 to $4,000.
The commissioners accepted an Amended Official Certificate dated Sept. 24, 2025 (certified amount Y98-Y98: $20,654.50) and approved multiple appropriation lines across county funds. They also approved multiple Then & Now payment authorizations, including notable amounts for Record Systems Inc. ($24,000) and Smartbill Ltd. ($20,550).
Finally, the board adopted Resolution #48-2025 to approve proposed changes to the Prevention, Retention, Contingency (PRC) Plan, effective Oct. 1, 2025. With no further business, Commissioner Halleck adjourned the meeting.
