Columbiana County approves $546,579 in TANF subgrants and additional contracts to local service providers

The Columbiana County Board of Commissioners on Sept. 3, 2025, approved a slate of Temporary Assistance for Needy Families (TANF) subgrants and related contracts for the Oct. 1, 2025–Sept. 30, 2026 contract year.
Commissioner Ginter moved and Commissioner Paparodis seconded approval of subgrant ceilings totaling $546,579.44, including: Catholic Charities Regional Agency — Domestic Violence Shelter, $75,000; The Counseling Center — Project SAFE, $40,000; Columbiana County General Health District — Car Seat Distribution Program, $24,413.93; Columbiana County General Health District — Cribs for Kids, $48,843; Columbiana County Juvenile Court — Diversion, $110,469; Ozer Ministries — Domestic/Family Violence Supportive Services, $32,479.63; The Way Station — GLOW, $127,181.92; and The Way Station — Pathways to Independence, $88,191.96. The motion carried unanimously, with Commissioners Ginter and Paparodis voting yes and Commissioner Halleck excused.
At the same meeting the board also approved two TANF contracts with Ozer Ministries — Two-Parent Family Support Services ($9,240) and Domestic Violence Outreach Services ($8,000) — and approved an amendment increasing the Catholic Charities Domestic Violence Shelter ceiling by $30,000. CCDJFS staff member Ms. Ketterman explained the county cannot precisely predict shelter needs over the course of a year and noted that the shelter is designed to serve women with children.
All TANF-funded subgrants and contracts approved at the meeting show contract periods beginning Oct. 1, 2025 and ending Sept. 30, 2026 unless otherwise noted, and were funded from county-administered TANF allocations.
The board voted on the items in open session; no public comment on the TANF items was recorded in the minutes. The approvals were moved by Commissioner Ginter and seconded by Commissioner Paparodis and carried by recorded vote of 2–0. The meeting record lists the funding source for each item as TANF and provides the approved ceiling amounts in the minutes.
