Columbiana County approves letter backing Youngstown Business Incubator's EDGE program

The Columbiana County Board of Commissioners on Oct. 8 authorized the board president to sign a letter of support to the Appalachian Regional Commission for the Youngstown Business Incubator's EDGE (Entrepreneur, Defense, Growth, and Education in Appalachia) program.

Commissioner Paparodis moved and Commissioner Ginter seconded the measure, which passed unanimously. Troy Rhoades, identified in the meeting record as Program Ambassador for YBI, told the board that YBI’s services reach Columbiana County and help local small businesses pursue potential loans and participate in workforce programs, including EVOLVE for student career development and advanced manufacturing training.

Commissioner Halleck suggested Mr. Rhoades meet with Tad Herold, Consortium Coordinator for the Development Department and the Port Authority, to coordinate local outreach and program alignment. The board did not vote on any funding for the county; the action was limited to authorizing a letter of support to the Appalachian Regional Commission.

Why it matters: Letters of support do not commit local funds but can strengthen regional grant or program applications by demonstrating community backing. The board’s action signals county-level support for YBI’s regional outreach; further coordination between YBI and county development staff was suggested at the meeting.
