Dean Larson reported that the design phase is complete and the town negotiated a GMP with Crossland Construction under a CMAR delivery model. The GMP presented to council was $16,354,546. Larson described the CMAR structure as a cost‑of‑work plus fee model with a guaranteed maximum that can be lower but not higher unless the town requests changes.
Justin (Martinez Architects) reviewed design features: four double‑stacked apparatus bays, separate personnel living/dorm areas with improved sleep and decontamination facilities aligned with NFPA guidance, a community training room divisible by curtain walls, library service pods and a public trailhead. The facility also includes space for police offices and a nonpublic storm shelter for building occupants as required by local code.
Council asked about schedule commitments and penalties; staff said the CMAR set a substantial‑completion date and liquidated damages provisions apply for missed dates (no milestone incentives were included). The team targeted a May groundbreaking, a June construction start and roughly 16 months to substantial completion.
A motion to approve item K3 (construction services / GMP) was moved, seconded and passed by unanimous roll call.
What’s next: staff anticipates coordinating a groundbreaking ceremony (tentative May date), starting construction in June and returning to council during construction as needed for updates or to address potential scope changes.
