Glendale — Architects and project managers presented a 90%-complete design for renovating the police department and municipal court area at City Hall, outlining building deficiencies, programmatic needs and sustainability options including a rooftop photovoltaic study.
Kyle Bears of FGM Architects described goals to improve climate control, accessibility, workplace wellness and operational adjacencies, and said the project would create new training space, updated locker rooms, report-writing space, a secure staff courtyard and enhanced access control. Bears and project staff pointed to longstanding problems: a leaking stair, mold, failing mechanical systems, inoperable plumbing and inadequate fire-protection coverage.
Project manager and police representatives emphasized operational benefits of the plan — including a training room large enough for about 40 attendees that can be used for outside training providers — and described a schedule that puts construction bidding in April–May 2026 with a construction window of June 2026 to April 2027.
Clark Dietz presented a preliminary photovoltaic analysis estimating 69–79 kW of installable capacity, with most panels on the garage roof. The consultant projected roughly a 25% reduction in current energy use and annual savings of about $12,000–$13,000 on an estimated $50,000 baseline energy bill, with total installation cost estimates in the $180,000–$288,000 range depending on assumptions (soft costs, financing and design fees). With interest included on a 20-year financing scenario, the payback moved from an initial 8–9 years to about 15 years; without federal tax credits the project could still receive local energy-program incentives. Clark Dietz noted electrical-distribution limits would cap the on-site generation unless the city upgrades switchgear and associated distribution (estimated replacement cost in discussion roughly $100,000–$150,000).
Council members asked whether installing panels now is cheaper than adding them later; consultants said incorporating solar during construction is usually the most cost-effective approach because major electrical and roof access work is already underway. The council signaled general concurrence to include the modest PV array in the design package; no binding vote was recorded and final inclusion will depend on budget and bid results.
Next steps: move from 90% design to bidding in spring 2026, finalize decisions on solar inclusion and bring a bid authorization back to council in coming weeks.
