Council approves salt‑storage and bridge contracts, and construction‑engineering services

Glendale — The council approved a set of public-works contracts covering a new salt-storage facility, Bender Road bridge repairs and construction engineering inspection services.

City staff said Department of Natural Resources regulations require the city to relocate and replace its existing salt storage to prevent salt discharge into a storm drain. The low bid for the salt-storage facility came in at about $937,821.55; staff proposed a change order to replace a decorative security fence with a permitted chain‑link fence to reduce the total contract to roughly $828,000. Public Works staff said the engineered shed will protect material and reduce pollution; the council approved the agreement subject to the change order.

For bridge work, Public Works recommended awarding wearing-surface repairs on Bender Road to ZenithTech for $352,267.20 after recent rebidding. Staff explained the work scope (mill/remove the upper wearing surface, repair concrete and rebar as needed and replace with low‑slump concrete) to extend the service life to the projected 15–20 years; the council approved the award.

Council also authorized a construction-engineering agreement with Clark Dietz to provide inspections and field engineering for both projects, at a fee consistent with the percentage-based scope explained by staff (roughly 13% for the bridge work and ~6% for the salt-storage building).

Next steps: Staff will finalize the change order language and execute the Elite Builds contract, proceed with ZenithTech for the bridge work in a schedule coordinated to minimize school impacts, and monitor construction engineering oversight under Clark Dietz.
