Council approves developer-funded street improvements on 1st Avenue West

The Oskaloosa City Council on March 16 approved a resolution authorizing an agreement with Industrial Development LLC to carry out improvements along 1st Avenue West, at no cost to the city.
According to the chair's presentation, the plan calls for replacing the existing roadway (roughly 35 feet wide in places) with 31-foot-wide PCC concrete pavement and adding about 26 angle parking stalls on the south side. Industrial Development proposed to deed a roughly 15.5-by-256.5-foot strip of property on the north side to the city as public right-of-way and requested that the city vacate a 66-by-143.8-foot portion of 2nd Avenue West in exchange. Staff said the developer contracted Garden and Associates to prepare plans and staff reviewed them as meeting city requirements.
Council discussed the proposed no-parking restriction on the north side of 1st Avenue and whether any businesses would be affected; staff reported there are no businesses on that section. Staff also said the requested street segment is a dead-end that serves properties owned by Industrial Development and noted that staff will schedule a public hearing on April 20 to consider the formal street vacation.
Council moved and approved the resolution by roll call. The agreement requires staff to prepare an ordinance reflecting the requested changes if the council approves the vacation at the later hearing.
