Henderson council approves multiple development, zoning and ordinance items; two items pulled to permit mayoral abstention

Counsel staff reported Union Village and Valley Health System were in material compliance and recommended acceptance; the council accepted the report by motion (Dan Stewart) with the mayor abstaining.
Item 16, a vacation of a municipal utility easement for property associated with Las Vegas Paving Corporation, was presented with staff recommending approval with conditions. The mayor disclosed her husband and son work for Las Vegas Paving Corporation and abstained; a motion to approve carried with the mayor abstaining.
Council confirmed a demolition/abatement report and assessment of $31,875 as a special assessment lien for work at 26 Nevada Way after no members of the public spoke at the hearing. The council approved multiple comprehensive plan and zone-change requests, associated tentative maps, and adopted accompanying resolutions (including Resolution No. 4644 and Resolution No. 4645) as presented by staff and recommended by the planning commission.
Council also voted to adopt several bills as ordinances, including bill 3857 (CT Realty Industrial Park) and an amendment to the Henderson Municipal Code on noise control and blasting provisions (bill 3863 adopted as ordinance 4101). Several accompanying bills (3,864–3,870) were referred to the city council regular meeting of Sept. 16, 2025.
