Roseanne Mazzell, representing the applicant, told the council the business is intended as “a place where families, friends, and the community can gather” and emphasized that “security and conduct is our utmost priority,” explaining members-only after-hours access and plans for roll-down security barricades to secure the bar and gaming area.
Planning staff recommended changes to the proposed conditions to ensure the bar area and any gaming machines would be physically secured when the restaurant bar is not in operation. Staff explained the recommended condition would require the applicant to submit detailed plans before a building permit showing how the bar and gaming areas would be secured, and that business-licensing and community development staff would review and approve the method of securing those areas.
Councilman Seabach moved to approve the application with the added conditions (including a new condition to require council review should the golf simulators be removed or the tenant change), and the council voted in favor. The motion carried.
The action approves the land-use changes and conditional use permits with the new permit conditions requiring physical separation and administrative review; if the business later modifies its floor plan or removes the simulators, the council will reassess the gaming-machine authorization.
The council also noted that any gaming approval remains subject to Nevada Gaming Control requirements and any necessary state-level approvals.
Next steps: the applicant must submit the required secured-area plans for review as part of the building-permit process and obtain any state gaming approvals before operating the restricted gaming machines.
