Developer says construction started on 10 ARPA-funded homes; buyers to receive $35,000 assistance

A developer who responded to the city's affordable-housing request for proposals told the City Council that construction has begun on homes funded through American Rescue Plan Act (ARPA) allocations and related programs.
"Out of those 10 homes that we have for the RFP for the ARPA funding, we have started construction," Siege Jefferson said. He told council that two houses at 784 and 788 North Vernon Street are projected to be completed at the end of the month and that both homes have buyers who are first-time homeowners receiving $35,000 in assistance.
Jefferson said the next eight houses — including lots on Ridge, Vernon and Zephyr — will break ground within two to three weeks, and the developer expects buyers for each unit. He described the sales as part of a package that allows the homes to be sold at about $205,000 with three bedrooms and two bathrooms.
Jefferson also said Spartanburg was selected as one of five South Carolina communities to participate in the state "Made at Home" program: the city will receive 15 homes within the program offering 4.75% interest-rate financing; each buyer in that program will receive $25,000 in assistance, Jefferson said.
The mayor and staff thanked Jefferson for the update; council did not take a vote during the public-comment update. The developer requested continued collaboration with city and county staff as the projects move from construction to sales.
