Boyle County board adopts staffing formula, sets 1-to-24.5 student-to-certified-staff ratio for 2026–27

The Boyle County Board of Education voted unanimously Feb. 17 to adopt a district staffing allocation guideline that sets certified staffing at one staff member per 24.5 students for the 2026–27 school year.
The motion to approve the staffing formula was made by board member Cara Adkins and seconded by Ruth Ann Elliott. The formula will use anticipated enrollment based on prior-year average daily membership under 702 KAR 3:246 and be adjusted at the start of the following school year, the board said.
Under the approved staffing equalization, Boyle County High School was allocated 7.0 certified positions (including a full-time principal and a 0.5 librarian) and Boyle County Middle School 5.0 certified positions (including a full-time principal and a 0.5 librarian). Elementary allocations and role-specific fractional Section 7 positions were also adopted; the district listed course-specific fractional allocations such as BCHS Spanish 2.2 and BCMS Spanish 2.2 among others.
Superintendent Mark Wade provided the administrative recommendations to the board during the meeting. Finance and operational details, including adjustments to meet KRS 157.360 class-size requirements "if there is no feasible alternative," were noted in the adopted guideline.
Board members said the formula would allow the district to plan staffing around projected enrollment while retaining flexibility for legally required class-size adjustments. The board took no separate votes to change individual school rosters as part of the motion; the action approved the allocation guidelines that will govern staffing decisions for 2026–27.
The board followed the staffing formula vote with other allocation votes later in the meeting.
