The South Russell Village Council on May 4 adopted a policy change for access to the village’s salt facility: council agreed the village will require a South Russell employee to be on-site to load salt into vehicles for the Sugar Falls exempted village school district rather than provide independent district access.
Committee members said the change was prompted by liability concerns and the village’s desire to limit third-party access to equipment and storage facilities. The solicitor framed the change as a policy decision council could memorialize in a memorandum of understanding with the school district rather than a formal release of liability; council said the village will continue to charge the district only for the material cost of salt, not for village labor or the use of the loader.
Council moved and adopted the motion by voice vote; members noted the state price for salt had not yet been provided and that the village will inform the district of the actual material cost when it is known.
