Snohomish County recognizes National Therapeutic Court Month; judge highlights recovery programs and partners

The Snohomish County Council on April 28 adopted Resolution 26-017, recognizing May 2026 as National Therapeutic Court Month and acknowledging local therapeutic court programs that offer alternatives to incarceration for people with substance-use disorders.
Judge Karen Moore, who identified herself as the Superior Court judge overseeing the county’s therapeutic court program, spoke in support of the resolution. "Therapeutic courts are a very important part of our overall ... commitment towards building better communities," she told the council, and said the program seeks to help participants with substance-use disorder move through the community without committing further crimes.
Moore outlined the program components: an adult recovery court, a family recovery court and an assisted outpatient treatment (AOT) court that the county launched about a year ago. She credited an "amazing team" that includes a recovery court coordinator, program administrators, recovery court counselors and community partners, and she named Evergreen Recovery Center, Center for Human Services, Catholic Community Services and Conquer as collaborators on the AOT and recovery work.
Vice Chair Lowe moved approval of the resolution and the chair seconded; the council voted 5-0 to adopt it. Judge Moore thanked the council for considering the recognition and said staff and partners would continue the work in Snohomish County.
The item was ceremonial recognition; the council took no additional policy action on the programs during the session. The meeting recessed to committee meetings at 11:00 a.m.
